Progress requires technology and technology requires qualified manpower. Persisting brain drain continues to deprive the country of expertise and skills of the most talented men and women who have chosen to settle abroad.
The existence abroad of a large number of Pakistani professionals has been a source of grave concern to the Government, as it constitutes a serious drain on the manpower resources available for development in Pakistan. We are, therefore, looking forward to our qualified expatriate nationals for their active participation in nation building activities. The Programme therefore provides a centralize forum for the Highly Skilled Professionals (HQPs) within the country and out of country to interact each other, get better opportunity, and Government of Pakistan can better utilize their valuable services for transfer of modern know-how/knowledge and cutting edge technology, capacity building in priority sector programme and strengthening of our different departments/industry and in order to help and improve the economy of Pakistan.


Under the enlightened vision of the Honourable President of Pakistan, the National Talent Pool has therefore enlarged and expanded the available facility through the PSDP Programme titled "President’s Programme for Care of Highly Qualified Overseas Pakistanis" (PPQP) to facilitate high level Pakistani professionals abroad for their placement in Pakistan through short to long terms technical assistance to avail benefits of their expertise for specific inputs in their areas of specialization, for public and private sector within the country. Implementation of this programme surely plays an effective role to address the ill effects of brain drain and prevalent worldwide recession by faciltating Highly Qualified Overseas Pakistanis to access to job opportunities in Pakistan and Internationally.


This programme facilitates our organizations/ institutions including production units to meet their deficient areas in various fields of specialization which include engineering, medicine / surgery, physical sciences, Energy, Nano-Technology, Bio-Science/ Biotechnology, Genetic Engineering, Environment, Agriculture, Economics, Management, IT and in other social sectors.

Review meeting regarding project activities and progress has been scheduled under the Chairmanship of Secretary M/O Federal Education and Professional Training dated 14th Oct, 2016 in the Committee room of Ministry. DG NTP, Director PPQP along with Technical Team will make the presentation.


13th Project Management Committee Meeting was held under the Chairmanship of Secretary, Ministry of Federal Education and Professional Training, on 16th February, 2016 at 11:00 A.M. The 29 cases of highly qualified overseas Pakistanis were discussed in which 17 cases have been approved.
